PREPARED OPIUM AND DROSS OPIUM.
Farms,
23-(1) The Governor-in-Council may grant to any person, for such considerations, and on such conditions, and for such periods, and in such form as may from time to time be deteroined by the Governor-in-Council, the sole privilego of preparing opin and of selling prepared opium within The Colony and either inclusive or exclusive of the privi luges mentioned in this Ordinance in relation to dross opian.
(2.) Such privilege may from time to time he offered for sale either by sentiel tender or at public auction, and the Time for sending in such renders or of holding such auction shall he previously notified in The Gazette, in English and Chinese, and by advertisement in one or more daily news-
papers,
(8.) The Governor-in-Council may also grant to any person the like privilege as aforesaid by private con- tract, if it appears desimble in the interests of the Colony
io do so.
(1.) The accepted bidder for or the grantee of such mivilege, before he stuit become entitled to the benefit the Governor-in- Thereof, shall give such seentity as Council may require for the die performance of the conditions of such privilege and of his stipulations or agreement in respect thereof.
(6.) The Farmer sant not without the permission in writing of the Govenor ussign or sublet to any person any of the rights and privileges vested in him by the contract and such assignment or sub-lease if allowed shall not in the absence of may express statement to that effect operate to relieve the Farmer or his sureties from any liability nader The contract or from lability for the acts of the person or perscus to whom such assignment or sub-lensé may be

(6) The Farmer or Dross Funner shall not manufacture or prepare or sell or offer for sale or authorize any person to sell or offer for sale any prepared opùm or dross opium of a quality other than sheh as may be prescribed from time to time by rule ander this Ordinance.
(7.) The Farner should permit the Superintendent aud
the Government Analyst and such other European officers as may be from time to time appointed generally on that behalf by the Governor to enter and inspect the Farm Office and any place used by the Farmer for the business of manufacturing, preparing, storing, distributing, or selling opiam, and every part of any such place and shall further permit any such ofteer from time to time to take for analysis samples of any aw opium, prepared opium, dross opium, opita dross or halan or any materiais used or capable of being used in the preparation thereof and found thoreia.
(8.) The Farmer shall from time to time apou demand by the Superintendent or other European officer as aforesaid produce for his huspection and permit him on behalf of the Government to inspect, examine, and take extracts from all books of account kept by the Farmer in connection with the lesiness of the Farm or in connection with the Fano part- nership and all Bauk pass books, agreements, contracts and other deegments whatsoever examination of which may be necessary or desirable to persuit of a thorough investiga- tion by the Guvernment of the manner in which the Farm business is conducted and of the profits or losses arising therefrom.
24. All applications, notices and process required to be made, given or served to, or upon the Farmer under this Ordinance or under any rule or regulation made under this Ortinanec or under the terms of any Farm may be directed to the Opium Farmer" without giving the name of any person and may be made, given or served at the Farmh Office between the hours of 6 am, and 6 pan. on any day in the year Sundays and public holidays included and such service shall be deemed to be good and effectual service for all purposes.

27. If the consideration money for any privilege granted. 28.-(1.) The Opium Farmer shall, one mouth before Notice of his privilege expires, give public notier, in the Form No. 3 expiry of in Schedule B to this Ordinance, that such privilege is in farm. expire on the day rained in such notice, which shall be the Schedule last day of his exclusive privilege, and that uo preparent opium or dross opinna, purchased from such fariner, or from any licensed of such farmer, ean be used without the consent of the new farmer after noon of the third day next after such date,
(2.) Snch notice shall be primed in English and Chincér, and the farmor shail supply copies thereof to all persons licensed by him under this Ordinance, and every such licensed person shall exhibit such notice in the place where he sells prepared opium or dross opium, in a conspicuous pusition, so as to be plainly visible to every person entering sneh place.
29. The Opium Farmer shall not, during the three months Stocking of preceding the end of his temu, prepare more than the usual market at quantity of prepared opium and dross opin, and neither end of farm. be nor his licensees shall, during such three months, sell may prepared opitu or dross opium at less than the average current prices of the day or in greater quantities than is nsual at the time of year, and at the end of his furnu such farmer or his licensees shall not sell, export, or otherwise make away with or dispose of any of his or their stock of prepared opium or dross opium, but shall make over to the incoming farmer the full and complete stock of raw opinm, prepared opium and drose opium theu in his or their posses- sion, at the marketalle value thereof, together with all furniture, fittings, and implements used in or about the Opinn Farmer's premises for the purposes of his privilege. and the incoming farmer shall be bound to take over and pay for the same accordingly.
